예산이 수정된 적 없는, 초기 상태의 예산은 INITIAL 타입으로 응답되고 totalBudget은 null이 됩니다.

cost_per_person 계산 공식

BUDGET: 총 예산 / 여행 인원

EXPENSE: 사용한 예산 / 여행 인원

여행 인원이 설정되지 않으면 플랜 멤버의 수를 반환합니다.
